Undoubtedly, the homeless of Durham are inextricably linked to the city government by the decisions they make and the policies they implement. In 2000, three of Durham's emergency shelters received state money through the N.C. Emergency Shelter Grant Program: the Durham Community Shelter for H.O.P.E., Genesis Home, and Housing for New Hope, Inc. In 1999, the Durham City Council approved the creation of a Commission on Homelessness whose responsibilities include advising the City Council, City Manager, and the County Commission on issues surrounding Durham's homeless and developing a comprehensive community strategy to monitor homelessness in Durham. However, the commission has not been active publicly since its inception.
