Difficulties in contacting "street" community members proved to be the greatest barrier. Although several interviews were completed with male "street" community members, no community member interviewer successfully established contact with a female "street" community member. Therefore, any data presented in this document does not represent the view of female community members who do not regularly access emergency services. There may also be a large contingent of homeless community members who were not represented due to either difficulty of contact or communication. Although all team members approached data collection with an open mind, there is some potential for interviewer bias. This potential was limited by a formal interview guide and a standardized method of qualitative analysis.
